In this game series the SS, WM, CA, IS, SD, and Joat PRTs represent the descendant fragments of a humanity transplanted to a distant cluster of stars. More than two earth standard millennia since the migration, Ex Terran colonies have adapted to new habitability requirements, but the weighted average of preference still favours earthlike conditions (for our purposes 1.0g, 0C, & 21mR). There is a great competition for new planets. The industrial colonies nearest the dense core generate the most resources per planet, but their citizens prefer more earth-like planets and stable populations. Colonies on the rim have limited industrial capacity, but their citizens are hardier and more prolific, as a function of distance from the core. In the first game, AR and HE PRTs represent non-humanoid civilizations the Ex Terrans might soon encounter, now that they have begun a new campaign of expansion.

The first universe will be resized (Huge Dense to Large) and remapped so that stars are distributed in a circular pattern with star density increasing with proximity to the center. See http://postimage.org/image/6z8hvr0fr/

With an equal distribution of players, the core (region A) has a diameter of ~400ly, and each region beyond the core is ~200ly across. Each region has ~223 stars and each corner has 12-13. The star density per region is 17.8, 5.9, 3.5, and 2.5 per 10,000ly^2 (100x100ly). The dark corners have a density of ~1. If we use 100*100ly as the definition of a sector, the game has 256 (A: 12.5, B: 37.5, C: 63, D: 88, Corners: 55). Players in the core will be ~200ly from their nearest core neighbors, and 224ly from their nearest neighbors in region B. Players in region B start ~424ly from their nearest neighbor in the region, and 539ly from the nearest player in region C. Region C players are at least 707ly apart, but potentially only 539ly from someone in region D. If the distribution of players is not even, this may change. Everybody likes surprises, right?

In the first game, Habitability and Growth restrictions (as well as starting distance from neighbours) will favor players farther from the center, while Econ restrictions will benefit players closer to the center.

Passive races will occupy all nonplayer slots such that an 8 player universe will have 8 passive races,..., and a 14 player universe will have 2 passive races. The passive race HW habs are 1.0g, 0C, & 21mR.

Before game goes to autohost, all ship designs are deleted, all player queues set to alchemy, and a minimum number of turns are genned (~8-12).
Each player will receive 7 units of scrap (AD8 Beam Deflector FFs) for every passive race in the game.

Race Restrictions
No IT, or PP.
Everyone gets Mineral Alchemy.
Joat, IS, and CA get Ultimate recycling.
Joat cannot have NRSE, OBRM, or NAS, but they do get a -1 to MPGR.
IS and CA take a -2 to MPGR. CA hab is 0.71 to 1.4g, 40 to -40C, 1 to 21mR.

Regional Restrictions
Region A: 3-5 players. Grav & Temp centred, Rad band must include 1mR, No Immunities, Hab <= 1/12, MPGR -3, Fact >10, <9, >14, G-1. No IS, CA, HE, or AR.
Region B: 3-6 players. Centre of Grav & Temp bands must be between 0.71g to 1.4g and -40 to 40C respectively. Rad band must include 1mR. No Immunities, Hab <= 1/8, MPGR -2, Fact 10, 9-10, 10-13, no G-1. No CA, HE, or AR.
Region C: 0-8 players. Grav, Temp and Rad bands must include 1g, 0C, and 1mR respectively. No Immunities, Hab <= 1/5, MPGR -1, Fact 5, 25, 5, no G-1. No Joat, HE, or AR.
Region D: 0-8 players. Grav, Temp and Rad bands must include 1g, 0C, and 1mR respectively or be immune. Only 1 Immunity allowed. AR and HE only.

Game Rules
I will facilitate pregame communication between players in each region for the purposes of coordinating race design.
Chaff and the repair after gating loophole are allowed.
Unequal mine damage distribution is allowed, so long as no more damage is allocated to a ship than would destroy it thereby negating mine damage (eg no mine damage dodge). If you don’t understand the difference then don’t try it. Ship designs used in Mine Damage Dodge will be deleted.
Both split fleet dodge and 0.2% minimum damage are allowed, however players are restricted to a maximum of 64 fleets at any location, and no alphas or betas on Nubians (effectively reducing “cheap” 0.2% minimum damage to 3/8ths of the target fleets armour). Both cheap SB, and cheap colonizer ships will be allowed for a limited number of years at the beginning.
Read the thread: Known Bugs (JRC3) - Player Exploitable Bugs / "Features" for a list of everything else that is not allowed. If there is any doubt, just ask me.

Game Events
Initially capitol missiles will only be allowed on SB hulls, and BB hulls will be restricted to 26 components and a rating of no more than 1200 (pocket BBs in essence). The cap missile restriction will be lifted once a cumulative (from all players) number of weapons tech levels is reached (~17 x number of players). Similarly, the BB restriction is lifted with a cumulative number of construction levels (~15 x number of players). Nubian ratings may not exceed 3800 points before 2500.

Schedule:
500 GMT, 7 gens/week until 2470, 4 gens/week after 2470. Each player gets three mulligans (request to skip gen with a minimum 24 hour notice) to use before 2470. Turns will not be regenerated, except when necessary for hosting purposes (such as the game causes AH to crash). I will not regen for missed turns or the game behaving differently than player expectations. In the event of a rules infraction, I am more likely to alter the offending players turn files than regen.

I will send you game files for a testbed and facilitate contact with your prospective neighbours. Once all interested players have an appropriate testbed, I will set a deadline for final racefile submission (count on 10 days).
