The old man sighs, scratches himself behind his left ear with a very long, not really clean fingernail and shakes his head.
‘Lermann’?
‘Sir?’
‘Get me a drink, please.’
‘Sir!’

‘Thank you. Now tell me: How many of us are left?’
‘About twenty thousand men, women, and children, Sir.’
‘Factories? Mines?’
‘Not more than ten of each in operating order, Sir.’

The old man distractedly squashes a small insect making its way across the tabletop towards a pile of books. He sighs. Shakes his head.

‘We are not the Ancient Order anymore that we once used to be, are we, Lerman?’
‘No, Sir.’
‘We ruled the universe. There were millions and millions of us on each and every planet we had settled.’
‘Yes, Sir.’
‘And the Science-Wallahs called what happened next an unfortunate accident?’
‘They do, Sir.’
‘They did, Lerman, they did. I don’t not think they still do. How many of them are left?’
‘Three of the old school, Sir, and three youngsters - they’re not more than 800 years old.’
‘Well, I think they will all prefer not to use the phrase ‘unfortunate accident’ in my presence anymore. Maybe I was a little harsh, but it does seem to have had a positive effect on the survivors’ attitude towards me.’
‘Sir!’

‘Another PGGB, please, Lerman.’
‘Sir!’
‘Thank you.’
The old man take a long draught from the translucent, frothy liquid in his chalice. He scratches himself behind his right ear, sighs and shakes his head.

‘Have we had contact with anybody out there?’
‘Yes, Sir. But the messages are unintelligible. Apparently, all the Babelfish were killed when things went wrong in the laboratories.’
‘There are other races out there, but we can not understand what they are saying?’
‘Yes, Sir.’
‘Better to treat them as enemies in that case, then. They are probably being quite rude just because we can’t understand them. I can’t stand rudeness.’
‘Sir!’
‘How far away are they? Are we in immediate danger?’
‘Sir, that would be for the Honourable Stargazer and Keeper of the Order’s Maps to say.’
‘Hmmphh… Well, if he hasn’t completely lost it, he might be able to help. Have him come here tomorrow when the Second Sun rises.’
‘Sir!’
‘Might as well call the Science-Wallahs too. And the Chief Geneticist. And the Grand Admiral and the Field Marshall. I think it’s time we took stock of the situation and set off for a new start.’
‘Sir!’
‘The Ancient Order rides again!’
‘Sir!’
‘I’ll have another Blaster, please.’
‘Sir!’
The old man grins. Nods. Takes out a small pair of scissors and starts trimming his fingernails, humming a mean little tune.

‘Sir, the members of the council have arrived.’
‘Huh? Why? What do they want?’
‘You called for them. They were to be here today at this time…’
‘I did? Are you sure?’
‘Yes, Sir!’
‘Err… Well… Yes. You don’t happen to have any idea why I called them, do you?’
‘Well, if I remember correctly, you wanted to hold a council and lay the groundwork for the New Rising of the Ancient Order.’
‘I did?’

‘Now, I wonder why I did that. I could have had a nice peaceful drink, read a good book. Watched the suns rising. Or setting. Or rising and setting. Whatever. Instead, I’ll have to listen to these tired derelicts ranting about the past glory of the fleets they once commanded. Ah well. Can’t be helped I suppose. If they’re here, they might as well come in.’

‘Lerman, ask the Honourable Members of the Grand Council to come in.’
‘Sir!’

One by one, in twos and threes, a sorry bunch of old, elderly and not-so-young men enter the chamber. They remain silent and cast sullen looks at each other and at their host.

‘Gentlemen, please be seated. Help yourself to a drink. Have a look at the magazines. Relax, we will get down to business presently.’

After the members of the council have found seats around the large table in the middle of the chamber, they cast expectant looks at the old man who has remained standing to one side. He raises his chalice in salute and clears his throat.

‘Ah, nothing like a shot of PGGB to get the old brain cells fired up, is there? Or was fried the word I was looking for? Fired or fried? Or what? Or how, who or why?
Anyway: Friends, colleagues, fellow members of the Grand Council of the Ancient Order! I have asked you to convene once again, because it is time to rise from the slumber we have fallen into. It is time to once again sally forth – now, that was a really nice girl, that Sally Forth was – and reclaim what is by rights ours to claim: The Universe. And Life of course. And Everything. Well, you know… Maybe I got the order of things a bit mixed up there. No, not the Ancient Order. That’s us. Isn’t it?
Where was I?
Ah, yes. The purpose of our gathering here. I suppose we are all in favour of once again building ships to colonise planets near and far. Are we?’

The other old wrecks at the table look at each other silently. Shrug. Nod.

‘Indeed! Thank you for your approval. If we intend to sally forth – I think she had a sister called Sally Ann. Or was that Ashlyn? – we should take stock of our situation first. Then we can settle on a strategy. Later on, there will be tactical questions to discuss. But first: Where do we stand? Seejee, you are the Chief Geneticist of the Ancient Order. Please let us know the pertinent facts about our present population and the possible developments in the near and not so near future.’

The only clean shaven member of the council rises to his feet, staggers slightly, grimaces with distaste and sinks down into his arm chair again.

‘Sorry! Well, standing was easier a few hundred years ago then it is now. Please excuse me if I remain seated.
As you all know, the folk of the Ancient Order deeply resent all kinds of questionnaires, census taking and similar undertakings. For this reason, it is extremely difficult to get accurate statistics relating to the number of us who survived the ‘little mishap’ in the laboratories. Current estimates are that there are about 20000 men, women and children gathered here on our homeworld. There is a margin of error in that figure in the region of 25%.
Yes, I agree. It is indeed pitiful. But there is good news as well. The survivors seem to be in good health. They can and will reproduce. As a matter of fact, they have already started, as you may have noticed on the way to the Council Chamber. Ayyeeh, that is something I wanted to talk to you about. I consider these going ons – err… goings on… goings ons … errr – what ever. I consider them highly immoral.
Yes, I know I have digressed.
The good news is: We are reproducing. And apparently, the rate at which we do this is not regulated by any external factors. So the Ancient Order could grow by something like up to 20% each celestial year, depending on the environment in which we find ourselves. Although I am not sure if such a fast increase is really desirable. Maybe we should go for a lower figure. After all, somebody will have to wash all those soiled nappies. I hate dirty nappies. Uggghhh.
Yes, I know I’m digressing.
Environment. Genes. They interact, you know. It’s the economy, stupid? No way, Jose! It’s the genes, stupid! No, not Gene Vincent, you oaf!
Yes, of course I accept your challenge. Yes, I will meet you on the Duelling Ground tomorrow when the First Sun rises.
Where was I?
Ah, yes. The genes. I’m happy to say that the genome of the Ancient Order is stock full of possibilities. With a bit of stringent selection, I should be able to forge new generations of members that could survive, nay, even prosper, in a wide range of different environments. That does not mean that we will be able to live anywhere or everywhere. It does mean that I can influence the genetics of the Ancient Order in such a way that they will adapt to one set of environmental factors quite well and that the choice of these factors is not governed by any external factors. Give me a few generations, and you will see what I mean.

‘Well, yes. Err… Thank you, Seejee. Very illuminating. It seems as if the situation could be worse. Could be better as well, of course. But could definitely be worse. A lot worse. Depends what we make of it, doesn’t it. A wealth of possibilities… I heard that! Don’t deny it! I heard you say ‘trite’. I will not accept such disrespectful behaviour. The Duelling Ground tomorrow when the Second Sun rises!’

‘Where was I?
Ah, yes. Possibilities. Maybe we should hear what our scientists and researchers have to say. Seeessdublyou, could you please give us a short overview?’

The Chief Science Wallah rises to address the council. He strokes his speckled, slightly soiled and very much moth-eaten beard, clears his throat and nods happily.

‘My pleasure, Ayyeeh!
I’m glad to say that after the unfortunate accident…’

‘No! I will not countenance the use of that expression in my presence! A spade is a spade is a spade! No use calling it a rose! If you can’t keep that in mind, I’ll ask one of the younger Wallahs to report in your stead.’

‘Spades? What on homeworld have spades got to do with it?’

‘Ah, shut up an get on with it!’

After the general turmoil has settled somewhat, Seeessdublyou raises his hands in a conciliatory gesture:

‘Please accept my apologies, Ayyeeh. To get back to matters at hand: Most of the laboratories were destroyed. Those which are still intact are seriously understaffed. We will have to make difficult choices when it comes to research. Results will not be available as fast as they were in the past. As a matter of fact, they will take at least twice as long. And since the cooperation between the R&D departments and the production facilities has also been affected, it will take longer than usual to turn scientific progress into affordable technical products.
If we look at the different fields of research, we find that the experienced scientists who used to be in charge of the major fields have all perished in… err… well… they perished.’

He wipes little beads of sweat from his brow.

‘Where was I?
Ah, yes.
Progress in the fields of motor building, structural elements and armaments will be hampered by the lack of experienced personnel. We would be lucky if even one or two of those fields advance at a halfway normal pace. In addition, we seem to have lost Iffee, who was responsible for those marvellous little engines that used such incredible small amounts of fuel. d### shame! They are going to rob us blind at the interstellar filling stations.
As to the minor fields: I’m glad to say that research into matters biological, energetical and electrical might actually proceed in a timely fashion. Depending on the amount of resources we devote to them, obviously. But we do have some very old, very savvy, very respected scholars working in those fields.
I heard that! I will not be called a doddering old fool by someone 600 years my junior!
Yes, quite right. The Duelling Ground. Whenever you chose.’

Hi all!

Some of your guesses are right on, some near to the mark, some are way off. Two things to consider: The members of the Council are speaking a natural (well, more or less natural) language. Which is not always as precise as Rules&Regulations might or should be. And: Some of the statements just point to the fact that there will not be any special restrictions in regard to the point under discussion.

Of course, there will be a precise statement of the game setup and rules in the usual terms. But only after The Grand Council have covered all fields. Which might take a while in view of their advanced age.

One of the members of the Great Council rises to his feet, finds that he is too small to be seen above the great table, and clambers onto his chair.

‘Seejee, you are a bag of lard. Full of… Yes, I know. The DG. At Second Sunrise. As you wish.
Anyway. It is the economy, stupid! Our future depends on generating enough resources and enough minerals to fuel an economy that can actually pay for the research being planned and build those ships with which you plan to settle planets in the great vast yonder. And fight all those other beastly aliens.
Right?
Right!
Well, I’m happy to announce that due to significant progress in economical theory, we do not underly any restrictions in regard to building factories and mines. We can go the ecological way and just rely on the busy hands of our settlers. We could also build huge industrial complexes churning out goods at an incredible rate.
The choice is yours…’

"Our preliminary plans have been completed, True Adminstrator." A small but energetic feminine figure in a white tunic thrusts a data pad forward. "The committee's economic and territorial expansion protocols are ready to be implemented."
The True Administrator nods, and skims through the graphs and charts. "Thank you, ma'am. I know that the exact situation with what the Ancient Order will and will not allow us to prepare is still tentative, but this is excellent progress. We will be out from under their eyes and beyond the reach of their arms soon enough. Yes, yes. I believe that we have a solid start in order. Regardless of any adjustments that must be made later, we have a most interesting future to look forward to."
Dismissed, the feminine figure in the white tunic breathes a sigh of relief. The True Administrator was quite a stressful person to serve under, although very generous with rewards to those that proved themselves. She was certain, now, that she would be counted among them, if the extensive tests and experimentation bore proper fruits in reality. If not, it would be an interesting future indeed, for her and for all the rest...
