If you empty a packet with WP1 quick load orders, the packet scanning still works. In other words a packet with 0kt minerals will still pen-scan the square of it's speed in that year.

I used to think that if the packet is empty, then the scanning won't take place. Evidently, I should have realised, till the packet doesn't disintegrate, it's still got eyes.

Also, the stars OoE doesn't state at which spot scanning takes place, but it appears it takes place before WP1.

I know my minefields.. but I'm a chaff sweeper.
I used to curse when I got stuck in traffic... till I realised I AM traffic.

I'm pretty sure scanning takes place after WP1 tasks.

I'm guessing, the reason the packet still scans after you remove the minerals is that it's the existence of the packet and its speed that determine scanning, not the packet mass.

All scanning occurs last.

Amount of minerals in the packet isn't what makes it scan, so the 0-minerals packet is what's scanning.

Ive noticed in my current game that my decayed packets will some times be at 0 kT and some times at 1 kT of minerals. Perhaps what you are seeing is the remander of a whole number still existing in the packet, which wont be removed until the next packet decay calculation?

Well, in any case, the point here is that packets decay before WP1, so while there are 0 minerals in the packet it hasn't been removed yet.
