I had a few plays with ideas for these. What I actually left it as was fairly simple and looks a bit crap but is similar to how the orginal stars one works.

It doesn't actually work yet in that on "OK" it does nothing as checked in. I've got a load of code meant to do that on my hard disk but it's not quite working yet.

But you should be able to get the idea so feedback welcome on how it goes.

One thing i'm not sure yet is how to create a new fleet client side and get it sent to the server but I'm sure I'll figure it out when the rest works.

It now works! It's the same for merging/spliting.

The cargo reassigning may need work. Currently only excess cargo is moved (i.e. on a split if the cargo wasn't full then only what couldn't fit into the existing fleet is put in the new fleet, rather than a straight split)
My main reason for this was wanting to rigorously avoid generating or losing cargo (by e.g. rounding errors using doubles or similar, or rather the rigourous testing needed if I did do that)

Known Issue
Currently it won't remove old fleets if there are no ships left. It does this client side, but then the new turn the old fleets reappear. There used to be a "DestroyedFleets" or similar to do this. I didn't like this, but I guess if it's been removed then the server does need to check for any fleets that have now gone in the turn submission.

Also the dialog could do with sexing up a little in my opinion.
