I've heard I can use Stargates to instantly transport population and minerals from planet to planet. How do I do this? Thanks

You mean non-IT ships.
"they" confused me a bit, and I guess I was being dense, but I'm sure there are others like me 
Btw, IT can't gate around other race's colonists, but they can gate other race's minerals in their ships. If you do ally with someone in your game, you can set aside 5 cargo ships that ship around minerals for him around his empire.

Of course, this is more that minerals don't actually belong to anybody.

No comment. I have submitted my race file, so this statement has a defined truth value, but I have no wish to tell you it right now. Nothing personal, of course.
I am wondering how you came to this conclusion, however.
