Here's the answer from Ron:
Setting a player to INACTIVE in Host Utility simply tells AutoHost to not wait for that player to upload a .x file.
To set a player to AI Housekeeping, I have to open the game's .hst file with stars.exe and manually set that player to AI (human) control.
The AI Housekeeping player is very dumb, and will basically ruin a player's economy over time, downgrade ships and bases, etc. For a player going on vacation, its better if he simply gives advance orders for his build queues and fleets. That way, I don't have to take the time to set him to AI control manually, then set it back later.
The AI Housekeeper does move fleets around, but is definetly not 'smart' at all.
