SS races start out El 5, which means access to better scanners. However, the scanners can significantly increase the cost of an otherwise extremely cheap scout and more resources for scouts = less resources for factories. Do you guys feel that spending 18 resources for a Possum Scanner or 9 for a Mole Scanner over a Rhino is worth it?

I'd probably advise the bat or rhino for the initial scouts for a number of reasons. Firstly it's a lot cheaper, as you said, and since mass scouting is important early, you'll want to build more scouts, not better scouts, in general. In addition, it might hide the fact that you're SS, at least briefly, and hiding your PRT is generally seen as a good thing. Finally if you throw a lot of scouts with (relatively) high EL tech scanners around the galaxy, chances are some of your enemies are going to kill them and get the technology (or maybe even make a point of killing them in order to get the tech)...

Yeah. Perhaps I could do both - send a bunch of ubiquitous scouts out, and then once I find someone else's "area" send a high-EL scout and maybe harass their colonizers. Hopefully, with the first scout's cloaks they won't be spotted, so the other race wouldn't know where my planets were.

It annoying - SS seems really fun to play, but also seems extremely risky. If a more economic race manages to find your planets, they can just send a fleet much bigger than anything you can throw up in time and bomb you. And once they see you're SS, I doubt you could pretend that you had peaceful intentions. I'd probably wait until I had a game or two under my belt before I tried one.

2 types of scouts for 2 types of scouting.
lots of Cheap bat scouts to find out what planets you can live on (and who lives where).

Few expensive scouts (say 6 to start?) that let you know all the ships that are flying about (but are hidden-ish themselves) they expand your scouting red area but never (or seldom) scout a planet.

Yeah - you probably want to have a second class of scout after the initial wave of cheap ones that never visits planets and just sits in deep space, cloaked out of enemy scanner range.

Plus 3 levels of ene but that is not hard to get depending on what you set your ene cost.
