Sorry, but that's not the worst case scenario. Here's one significantly worse: your noIFE IS starts in a small packed uni, where your planet draw with closest 70 planets is 1-in-11 instead 1-in-6, and there are only 3 green planets in 2 W-9 jumps. So your initiall idea of small compact empire that will be filled quickly without the FM and will also start kicking others quickly goes thrugh the window, and you change the diplo stance from intended "I'll kill you all Pirate " to "we're poor friendly peace lowers Puppy dog eyes ".

After some diplo you manage to get intersettling agreement, but new green planets are 300-450 LY far from the HW, and there's only ONE refuell station on the way there. OFC you start building FXs and other refuell stations, but each takes 2 PVTs of pop and minerals and 2 turns to be build. Sad

To make matters worse there's only ONE big yellow planet (70% hab) and two 60% with terra-7 in ~200 known planets, the rest are tinies that need 10+ terra to become 20-40% habitable, only a few of them and single medium 60% in your space. Yuck

To add insult to injury, the sole breeder on the far side of your newly gained space, that you finaly managed to bring up to start exporting pop, got hit by a huge meteor, that kills 85% of the pop and radically changes the environment, ofc. to the worse. Mad2 Head Explode

Now you're spread thinily accros 1/4 of the universe, and even after 15 turns of intersettling there are still some planets to settle in the far corner of your neighbour's space, but you're again at the starting problem of bringing there enough pop for that. Confused3 Wall Bash

And the last thing you find after some planets checking is you'd fare better if you'd start as a 1WW race, because there would be 4 green and 2 yellow planets in the same space you currently occupy. Going insane

Give me back my 3-immune HE!!!!!! Wink

Here's another attempt at the 2i IS race:

IFE, NRSE, OBRM, NAS, LSP, RS (Rationale: choosing IFE rather than ISB so that I can build less FX and can take Prop exp; NRSE for points and goes with IFE, OBRM for points and pop, NAS for points and even more effective deep space scanning, LSP for points and ability to make it up through in-space growth, RS because I love RS and it works so well with Croby)

Re - not having IFE for a 2i IS race.
I ran a 20 year testbed with the race I outlined above. (small,normal)

I found 6 greens within 3 years at warp 9 (which was a bit lucky more 1 in 4 than the actual hab of 1 in 5)
I built a grand total of 16FT for a cost of about 800 resources. By turn 19 I had LFs but effectively for the 20 years I did all my expansion with privateers. I did occasionally lose a year due to needing to slow down to save fuel - but this was rare

For a race like this I would definately not take IFE. I would build about 20FT to be on the safe side (1000res to save 100rw points) and if not so lucky on the greens I would sacrifice 400kT pop to colonise a red on route and set up a staging dock.

It's a challenging choice, not taking ISB as a -f, since you plan to have so many planets, each with relatively low resource counts - starbases become a *major* expense, slowing your ability to assault your neighbours.

I'd make prop the normal field, elec expensive, swap IFE back for ISB... Then decide whether to keep NRSE or not.

I have used an IS with no ISB before, a couple times actually... I have to agree with dogthinker. Building a starbase will almost ALWAYS take 2 turns at least, sometimes 3. Having ISB works great with the croby frigate horde as well. I dont know about prop though. I have been thinking about making a IS -f race that takes con, weap, and elec cheap. It uses the factory destroying bombs as its main bomb, so really, it is ment to kill off a persons economy instead of a persons worlds. bomb a planet clean of instalations, then leave enough bombers and frigates to hold down the fort while moving on. Ment more to take down HGs and HPs rather than -f obviously, though it can still hold its own against -f's because of the advanced electronics, and has valuable trading items since it doesnt take NAS.
