(Based on the 2459 Spoo map with borders, I checked, no major changes in the area of interest AFAICT)

I inserted places where Gaim and Llort intent to colonize soon with dots of the appropriate color and year of intended colonization for Gaim.

At the moment I don�t want to talk to the Vorlon alliance about Knife, they won�t accept me getting it as it�d be great for the Ipsha I think. So I really have no good idea on how to run the border, especially with regards to handling Drakh worlds. Any suggestions?

I think it is primarily the decision of the Gaim and Llort and what they think suits them best.

If you go for no borders, better go for a big colonisation happening during the next years (including reds) to ensure that Vorlons plus allies aren't colonising where you don't want them to.

Other than that, I could imagine that the Vorlons+ won't might having no defined borders (especially since they are right in the process of colonising everything somehow in reach).
