As anyone can throw packets, anyone has this option to destroy defenseless worlds at reasonable costs, though PP has it slightly cheaper that way.
But PP could be made stronger, by limiting the others ability to attack or defend with packets, as then PP would have something unique.
3 ideas:
-Only PP is allowed to throw packets, other PRT can build drivers for defense, but are not allow to use any packets. This rule is easy to enforce and check and would give PP at least a unique ability.
-Non-PP are only allowed W7 driver. Would make packet throwing for PP more interesting, but is difficult to check, as people could build a w10 driver, throw packet at w10 and build a w7 driver in same queue. This would be only detectable through lower mass loss, but maybe no one would actually do this, as it cost to build drivers.
-Only PP is allowed warp drivers. Easy to check, any packet flying has to belong to PP and PPs see all packets and defensive driver building would also be detected by PP, as then he sees the design. But i do not know if this wouldn't make PP to nasty.
Any other ideas?

A problem with PP is running out of minerals. Playing with Beginner max minerals game settings would give PP more to throw.

I was trying to think up a rule, that could be employed without code changes or whatever, just like other game rules.
