First off, as it says in the disclaimor, the score may not be appropriately reflected by the status page. There are reasons for that:
1) The "real" seat score is based on a space-station or better hull in orbit,
however, the status score is based on *any* orbital hull in orbit.
2) The "real" penetration score is based on a path from Level 1 to Level 10 with space-station hulls or better in orbit. (highest level - lowest level) therefore max value is 9.
however, the status score is based on *any* orbital hull in orbit, also, it doesn't bother to trace the path, only max-min which is erroneous.
Basically, the status report, examines "potentialities" which are then passed to the other players. You, personally, or the POC can only know reality for yourself.
Increasing from pen 7 to pen 8 would require extension either at the top or lower end by one. Increasing to pen 9 would require taking over the presidential seat.

All house, senate, and the presidential seat are considered adjacent.

Nah... this is a real democracy... (no coalitions) you can only vote for yourself.

The max is 140... sounds about right... however coming up with 71 votes is NOT likely. The max you can get is 9(pen)+16(pres)+48(senate)+28(house) which is 101... you will likely have to cut some pen scores in order to ensure a majority.

When you build a starbase on PCP the vote is triggered.
Chuckle, I was very surprised to see the massive cooperation in this game... but I am sure in the end there is going to be a LOT of hurt feelings
