If somebody had a starbase on the target planet... would we know it? Would the color coded map on the Autohost page display it?

Assuming I have a scan there... and assuming it is a starbase of sufficient value to warrant a vc... they will be displayed... however, according to the original def. on the years, 2430, 2440, 2450 etc... will be the years when wins will take place.
Therefore it is possible for a player to actually hold, say on 2435 a line of (H2SO4, Dog House, Shaggy Dog) but not win, because when 2440 rolls around he has lost one or more vc planet.

I'm wondering... should the GNN be doing more?
I could provide information on colonized Target Worlds, or on non-vc (platform, dock) constructions on said worlds.
I could also provide misinformation and predictions... based upon what I see.

You could always negotiate with each player for permission to colonize a planet in their sector. The agreement would have to be that you will vacate the planet if any player desires it (after all, you're a neutral observer), but in the meantime you can benefit from the resource production and better observing.
