Using this method, then for convenience you might like to assign every part to every race at game start (including the ones they won't be permitted to use without permission.) Makes the setup simpler and also makes 'licensing' parts to other races easier since you don't have to build zillions of parts to give them access to it.

Not sure I agree with this.
Don't want "licensing" parts to other races to be simple.
The licensing thing came about because of what do you do when someone wins a part in battle ?
The "rule" is intended to stop players using parts that they gain this way.
It was not intended (primarily anyway) for a gang of players to get together and swap their items with each other.

I agree to that.
Also giving everything to everyone, increases risk of someone using something without permission accidentaly.

About the race points programm, i'm not certain how to derive which bits in the hst or r file belong to the corresponding bit variables in the programm. Is it realy one to one, so fist come bits for cent hab, then for lower and upper limits, then for growth...?

If you buy something, that doesn't stop someone else from stealing it. Since gaining tech/parts is effectively stealing info from destroyed enemies, it makes sense that you could get parts from other people.

Yes, but i think its just a bit difficult to calculate the risk of loosing an item into any price you pay, especially if you have items you use a lot(enigma pulsar comes to mind), you effectively just have the advantage to use it for 10-20 turns, because with lot of fighting, you're enemy is likely to have it as well.

Chance of getting an MT part is a bit lower than that. Unless you are constantly losing big battles, the enemy won't have much more than occasional low probability shot at the MT part. It seems like more trouble than it is worth to deny people the ability to build with something available to them.

Have people started bidding yet? How many want to play MT ebay?

So far 3, but bidding will go at least till 12.04, so enough time for others to join. Also prices are still moderate, all MT items are together around 100 rw points, thats about what sometimes people are ready to pay for using fuel mizer or space dock.

Do not think so, e.g. if you have enigma pulsar, you might want to equip all your ships with the engine, excluding chaff. So if you happen to lose 5 skirmishers, thats a 2.5% chance for enemy to get it(assuming he is not techwise behind), if that is you're average loss per turn, he will have a 74% chance to get it inside 10 turns.

And if you win a battle and lose just 20 suicide sapper BBs he has a 40% chance to get it.

But i'll ask players to note, when they start fielding their items and when they acquired one from someone else through battle, so afterwards the answer will be known.
