Sotek is correct, Stars wouldn't care one bit if you altered the existing images as they have zero effect on game play... And to be honest. I'm not even sure you can add extra images to the exec without figuring out where in the exec it says how many race images there are.... I once saw something about some guy who was trying to do that.. For like.. Star Ed 1.2 or something. But he said he couldn't get the pallet for the images.. Which seems somewhat silly.. Maybe he was just looking in the exec for it. I dunno.
In short, Yes it's possible, and once you know how and where the images are 1) Stored & 2) Formated, editing them wouldn't be a problem at all. I even tried it once.. But... I apparently don't know enough about how the data's stored and I just ended up making a line across the image icons of 2 weapons instead of doing anything to the race images.
Additionally, if you can change the race images, you can also change the ship, and weapon images as well. And again, if you played that exec online it (assuming you didn't change anything else) it should be fine.

You wanna change the race icons? I can be of some assitance I think.. What kind of icon did you have in mind? Though it'll only affect you, as previously stated.

Ok. That's fine. I'm going to need to know exactly what you wanna change it to.. like.. a picture. Preferably in a before and after sorta way and of the correct scale. Then I can send you a) an exec with the alterations, or b) something to modify your exec to the alterations (I'll also make something to unmodify it as well). Sound good to you?
And again.. This only affects you. Say like if you turned that icon duck into some big crazy face or something, everyone else would see the duck. Except you, who'd see the big crazy face. Unless they also had the same alterations to their execs.

No no, your right, (dunno about "next in the scroll" but it is lowest gets priority), though in my case the catch was the host set me to the butterfly cause he was player 12 and I was player 2. Dork. Didn't even ask me about it. Also if you have the same name the player with the higher # gets a random AI name... Though this is much less of a problem.. It's just another instance of numerical priority.
