AR Starter Colonies:
Starter colonies for AR races will not contribute excess resources to research, unless the build queue is cleared first (using the clear button) or the hull design changed / upgraded. This is due to the "build Starter Colony" order invisibly blocks the end of the queue despite the fact that it has already been completed.

Testbed (JRC4, v. 2.83):
Universe, one AR (tri-immune for simplicity).
Send initial Pinta to adjacent planet to colonize. Never touch it again.

Set up research to 0%, lowest.
Generate forward 2000 years.
Queue 10 Large freighters at homeworld.
Generate.
Load entire population of HW onto freighters (depopulating it).
Generate

Next level of tech requires 111246. Resources currently being generated by the Starter Colony 933.
Generate
Number of resources required for next the now 110313. Resources currently being generated by the Starter Colony 933.
Generate
Number of resources required for next tech now 109380.

Resources drop every year by number of resources generated. Queue never touched. Design never touched. Starter colony generating exactly the resources it says it will research.

For parity check, population on starter colony 267,300.
Resources set in Race Wizard Planet value * sqrt(pop * energy tech / Cool
= 1 * sqrt(267,300 * 26 / Cool = 932.055

The Starter colony is correctly providing resources to the research queue.

Postscript:
I noticed that my default queue had been set in my testbed, so the queue was a (greyed out, see tri-immune above) Max terra 5%. Wondering if perhaps the default queue overwrote the colonize order, I tried again. I cleared the default queue, and created a new (similar) testbed. Same results. Resources required for next tech level drop ever yer based on amount generated.

Is this only not a bug in that late of turn generation?

Well, the bug is supposed to be because the Starter Colony is still in the queue soaking up resources. I suppose that could be being overwhelmed by the sheer number of resources. But the colony in the test itself is still small.

I tried the same thing on a much smaller scale. By turn 4 I had moved all my non-accel BBS colonists to my new starter colony.

They needed 910 resources to finish prop5, generating 91 with budgeted resources set to 0%.

910/91
819/94
725/97

While i expect there's some rounding present, it's effectively correct. Certainly they're contributing excess resources to research.
