Orders overwriting Star Data

This server taking the whole state may need fixing sooner rather than later.

When colonising I got a divide by zero error as the planet's mineral concentration was 0.

Just playing one player one turn and submiting orders means that when the server reads those orders the stars mineral concentrations drop to 0 (along with other stats). I'm guessing as to why this is happening but not actually dug into it yet.

Hm. I'll see if I can sort it out with the new star report system. My guess is that since the current star reports have 0 values for neutral stars, the server is reading those instead of it's master copies.

I'll see that the server only takes the Id from the reports and uses it to get it's own full copies.
