As there is a maximum of three races per alliance, negotiations between alliances would have to be fairly limited, to avoid making their combined strength of 4-6 races effectively become an alliance.
However, border agreements and NAPs with longer exit clauses than the standard NAP for this game are common between races or alliances that are not otherwise allied, and trade for PRT specific ships also sometimes happens between alliances or races that have little or no common interest.
It is of course up to AlexTheGreat what he will consider permissible agreements between alliances or between an alliance and an outside race.

This is meant to be a fairly standard game.
The only restriction is the alliance size which is limited to 3 races. An ally is anyone you have set to "Friend".
Therefore, any agreement is permissable &, game mechanics allows Neutral races to transfer ships so tech transfer would be possible but you could not gate ships to a non-ally because a destination gate must be owned by a "Friend".
I do see one loophole & one issue tho:
The loophole:
if you had a 3-race alliance you could change the relationship of one member to Neutral & a 4th race to Friend for just one turn or even alternate the 2 races & effectively turn it into a 4-race alliance therefor I will introduce one restriction:
If a race is set to "Friend" then that race relationship must remain for a minimum of 10 years.
The issue:
An us v them situation could still develop if 2 alliances co-ordinate their military operations. I will seek your opinions on this issue - see the next post where I will set up a poll.

2. Only when one of the consorts has no allies (the other consort can be an alliance)
3. Only between races who have no allies
4. No
In some cases co-ordination will be obvious but sometimes more difficult to detect. So, if co-ordination is banned there an honor system may be required to some extent.

I'd say 2 1/2. If the alliance is 2 players coordinating with one then I'm fine with it, if the alliance is 3 player then I'm not okay with it. IE, consorts can't exceed 3 players.
Perfectly fine for alliances to make mutual offense or defense pacts IMO, just not coordination.

Judging whether two alliances are coordinating would be near impossible, two races could be attacking the same common enemy at the same time without any coordination, and they could still be avoiding interfering with each other, and might also be attacking the same system at the same time simultaneously.
I have also been reminded of another problem with the standard NAP in this game by a testbed I am running. What about PP scanning packets ? Are they considered attacks if they hit an inhabited planet ? The destination of a PP scanning packet is many years from the point it is launched, so that planet could well have been colonized after the launch of the packet.

Did you read the post that I quoted, that's in the middle of the nest in this post? "Honor system". And it wasn't me suggesting the idea, so why are you quoting my post?
On PP scanning packets: Hmm. I doubt anyone will go PP anyway given it's broken.

I agreed with AlexTheGreat that he should host the game, as he intended to be a non-playing host, and I want to play in such a game. A non-playing host is better than a playing host, as a non-playing host is (almost) certain to be impartial if the host has to rule on some disagreement, while a playing host might not be impartial, especially not if the playing host is one side in the disagreement.
If "All Quiet" is swamped with players so half of them cannot get in, then I will host a second game with the same parameters, as non-playing host. Even two games with the same parameters are different enough that it does not give any advantage to be non-playing host in a game with the same parameters at the same time as playing in another game - With one exception to that rule, though: If a person has played a special rules game, especially if that has been as non-playing host, then that player will know much more about what races and strategies are viable in such a special rules game.
