Hello, anyone out there? Is this thing working?

This is Ur-Quan Kohr-Ah High Council Member Okram, director of the communications department. Is anyone out there? If you are recieving this transmission, I would like to call for any contacts out there who may be in the IV quadrent of space.
Fallowing the transmition is what Ur-Quan Scientists consider the quadrents of a region. If you are out there, we're looking for other races willing to trade and begin peaceful relations.
