Thought others might find it useful. I just did this quickly to scratch an itch so consider it BETA and use at own risk.

Alters scanner pane so that penscan ranges are not shrunk when you set your scanner effectiveness to less than 100%.

Useful if you know that there are cloaked ships but want to see extent of your penscans at the same time.

When penscan range > normal scanner range, you will see only penscan range.

I may have missed out PP, AR scanning etc. since not tested.

Just thought of a better implementation. For scanner scales >20% the penscan range is not scaled, for 20% and lower, the penscan range is scaled.

Idea is to allow you to see scanner range for highly cloaked ships.

I don't see why not. I'm not familiar with windows gfx calls, but it should be relatively simple to do (probably just changing a argument to a call).
