I'm now running Stars! on Windows 8 32-Bit Release Preview.
I went from Windows 7 Home 64-Bit to Windows 8 32-Bit Release Preview.
So far I've tested:
Stars! Version 2.7 crashes on the BattleBoard with "Wavemix.dll" being the problem.
Stars! Version 2.6jre has been running fine with no crashes so far.
Stars! Notebook, runs, no problems.
Autohost Client, runs, no problems.
Xtreme Borders, will not start, "Tabctl32.ocx" is a problem.
Stars! Player's Guide v2.6b, the Help file, runs and works from the help menu in Stars!
Instalalion:
I'm running a Intel 2 Quad CPU @ 2.33GHz with 6GB of memory that's a few years old with a 60GB solid state primary drive and 700GB hard drive for data and 3 monitors.
1. I when to http://windows.microsoft.com/en-US/windows-8/iso and downloaded the 32-bit(x86) ISO image. It's 2.5 GB so it may take a while.
2. After it downloaded I right-clicked on the file and selected Open with Windows Disc Image Burner and burned the ISO to a DVD.
3. I then BACKED UP MY COMPUTER.
4. Set my computer to boot from CD Drive and restarted.
5. Booted to Windows 8 Install and entered the activation code from
http://www.forumswindows8.com/windows-updates-activation/win dows-8-release-preview-product-key-different-language-iso-65 48.htm
6. Select Custom Install and pick the drive.
7 After it's running I install Dropbox and then started Stars.exe and the computer asked if I wanted to enable 16-Bit mode and I clicked OK.
Now it works like a charm. Full screen Stars!.

Was it previously located at [drive]:\users\[user]\AppData\Local\VirtualStore\Windows ?
What was wrong when it was located there? forget serial? zip orders? window layout? ie.. why had to?

EoF, I'm not certain why you're rabbiting on about this. I'm well aware of the behaviour of the various Windows version prior to Win8 wrt ini files and the %windows% directory.
For your clarification, Windows Vista and 7 both trick Stars! into thinking it has access to the %windows% directory when really the files are located [as above]. Actual access is neither required nor optimal.
My questions were to understand the extent of the changes introduced by Win8 and the effect they have on ancient software. What prior windows versions did is really only useful as a comparison.

The ini file was not being written too by the Stars Program. So in my way of doing things, I just kept changing things until it did, and that's what it took to get it working.
There may be other ways to do it I'm sure.
Edit: moments later, I checked both locations and now the ...Virtual/Windows/Stars.ini is being used by the Stars program. I don't know if I can undo everything on my computer and check it, but it's working now.
